Some say a clear yes, others firmly no. A cautious middle group agrees only if the fees are voluntary.<\/p>\n\n\n\n<p style=\"font-size:18px\">This issue sparked lively debate and received the most media attention when islanders from across Finland gathered a few weeks ago.<\/p>\n\n\n\n<p style=\"font-size:18px\">The Archipelago Summit (<em>Finlands sk\u00e4rg\u00e5rdsting \u2013 Suomen saaristok\u00e4r\u00e4j\u00e4t<\/em>) was held for the second time in mid-November 2025 on the island of Suomenlinna\/Sveaborg, part of Helsinki.<\/p>\n\n\n\n<p style=\"font-size:18px\">The first summit took place at \u00c5bo Akademi University in December 2023, coinciding with the closing seminar of the Archipelago Institute\u2019s thematic project <em>Habitability \u2013 for viable and habitable archipelago and sea areas<\/em>. One of the project\u2019s main visions was to establish the foundations for a well-functioning, nationwide grassroots network.<\/p>\n\n\n\n<p style=\"font-size:18px\">After the project ended, this mission continued under the National Association of Finnish Islands (F\u00d6SS; Finlands \u00d6ar \u2013 Suomen Saaret). It was inspiring to participate this time and witness that the continuation is in good hands. Not only was the organization excellent, but islanders and others engaged in archipelago issues expressed satisfaction.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"640\" height=\"480\" src=\"https:\/\/sites.abo.fi\/centre-for-sustainable-ocean-science\/wp-content\/uploads\/sites\/11\/2025\/12\/CL_pic-3.jpg\" alt=\"\" class=\"wp-image-3037\" style=\"width:400px\" srcset=\"https:\/\/sites.abo.fi\/centre-for-sustainable-ocean-science\/wp-content\/uploads\/sites\/11\/2025\/12\/CL_pic-3.jpg 640w, https:\/\/sites.abo.fi\/centre-for-sustainable-ocean-science\/wp-content\/uploads\/sites\/11\/2025\/12\/CL_pic-3-300x225.jpg 300w\" sizes=\"auto, (max-width: 640px) 100vw, 640px\" \/><\/figure>\n<\/div>\n\n\n<p style=\"font-size:18px\">Around one hundred participants represented archipelago areas across Finland, both coastal and inland. The program focused on the economy, services, and the future from an island perspective: financing realities, digital isolation, circular local economies, visitor fees, and demographic changes.<\/p>\n\n\n\n<p style=\"font-size:18px\">Like the concept of habitability, the program was island-centered: created for islanders and delivered largely by islanders.<\/p>\n\n\n\n<p style=\"font-size:18px\">In addition to traditional presentations, a significant share of the program consisted of interactive small-group discussions on current themes. The summaries of these discussions resulted in collective opinions on services, finance, and visitor fees\u2014key questions for the habitability of islands.<\/p>\n\n\n\n<p style=\"font-size:18px\">Archipelagos share many challenges with rural areas, such as depopulation. Yet they are also distinct. They host larger numbers of part-time residents and tourists\u2014for better and for worse. How can the untapped potential of part-time residents be harnessed? Could encouraging some to settle permanently be the \u201cwild card\u201d that reverses negative trends? Conversely, how can islands sustainably manage the intense but short-lived pressure of tourism?<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignleft size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"420\" height=\"561\" src=\"https:\/\/sites.abo.fi\/centre-for-sustainable-ocean-science\/wp-content\/uploads\/sites\/11\/2025\/12\/CL_pic-1-edited-2.jpg\" alt=\"\" class=\"wp-image-3041\" style=\"width:305px;height:auto\" srcset=\"https:\/\/sites.abo.fi\/centre-for-sustainable-ocean-science\/wp-content\/uploads\/sites\/11\/2025\/12\/CL_pic-1-edited-2.jpg 420w, https:\/\/sites.abo.fi\/centre-for-sustainable-ocean-science\/wp-content\/uploads\/sites\/11\/2025\/12\/CL_pic-1-edited-2-225x300.jpg 225w\" sizes=\"auto, (max-width: 420px) 100vw, 420px\" \/><\/figure>\n<\/div>\n\n\n<p style=\"font-size:18px\">There was also time for networking, and participants gained insight into the unique island life of Suomenlinna\/Sveaborg. In the dark evening, the local residents\u2019 association offered a guided tour of the island.
